Is Regulation Necessary?

Have you ever used an electric scooter? Recently, you can see different kinds of
electric scooters lining the streets. You can conveniently use these scooters without
restriction wherever you are with just a smartphone. Also, electric scooters are
convenient because you can ride to places nearby without having to go to a specific
stop or station. Thanks to this convenience, scooter use is increasing.
However, there is a danger behind the convenience. Teenagers can ride the scooters
by stealing someone else’s identification. The risk of an accident increases because
anyone can drive one without a license. Also, since there is no return or storage rule in
place, users leave their scooters anywhere they want. The neglected scooters threaten
the safety of pedestrians. In particular, disabled people in electric wheelchairs are
inconvenienced because scooters interfere with their movements. If a scooter were to
fall off the sidewalk late at night, the risk of accident also goes up.
Not long ago in Incheon, two students on an electric scooter crashed into a taxi and
died. There has been a wave of concern, and people feel it is necessary to establish
strict rules on electric scooters to prevent further accidents. They urge the government
to come up with regulations on electric scooters as soon as possible to prevent
unfortunate accidents.
